Weeds growing means the gutters are probably silted up, as grass & other seeds can grow easily in silt. If the gutters were clean any dropped seeds would just be washed down the drains.
I’d always advise you inspect your gutters visually from outside and from bedroom windows once every 3-6 months, especially if it’s been raining as you’ll be able to see if they are overflowing anywhere.
